CSA B167 is the Canadian national standard for overhead cranes, gantry cranes, monorails, hoists and trolleys. Most comparisons treat it as a two-edition question — the 2016 edition versus the new 2026 edition. For owners operating in Western Canada, that framing is wrong, because the edition named in Alberta and British Columbia regulation is neither of them. It is CSA B167-96, a document CSA itself has withdrawn.
That leaves a real fleet running against three editions at once. This post compares all three and sets out how to write one program that satisfies the enforceable edition without ignoring current practice. Our CSA B167 compliance hub covers the standard itself.

The scope column is the part owners miss. B167-96 was titled a *Safety Standard for Maintenance and Inspection* — it did not address design, testing or safe operation at all. Those subjects only entered the standard with the 2008 edition. So a program built strictly to B167-96 has a structural hole in it, no matter how well it is executed.
What the three western provinces actually name
Requirements vary by jurisdiction, equipment type and workplace, and the regulator's text governs. As of the date of writing:

Two things follow. First, Saskatchewan is a full two generations ahead of its neighbours, so a company running cranes in Fort McMurray, Prince George and Saskatoon is legally working to two different editions in the same fleet. Second, British Columbia's clause is written as a list of alternatives — B167-96 *or* the named ASME B30 standards — which gives an owner a legitimate route to a more current framework, because the ASME B30 volumes have been revised many times since 1996 while B167-96 has not.

B167-96 vs. B167-16: the gap that matters most
This is the comparison almost nobody publishes, and it is the one Alberta and B.C. owners need.
- Scope. B167-96 covers inspection, testing and maintenance. It does not cover design or safe operation. If your program document cites only B167-96, it is silent on the two areas that generate most incidents.
- Duty classification. B167-96 predates the service-class language owners now rely on to set inspection frequency. Intervals under the older edition tend to be applied uniformly across a fleet rather than calibrated to how hard each crane actually works — which under-inspects the Class D and E cranes and wastes money on the Class A ones.
- The log book. B167-96's one genuinely strong requirement is clause 1.2: equipment shall have a log book recording all inspections, maintenance, repairs and modifications, available for the entire life of the equipment. That obligation is older than most of the cranes it applies to, and it is still the single most common finding we write up in Alberta. If the log book is incomplete, the age of the edition is not your problem.
- Below-the-hook and rigging. Handled outside B167 in every edition. Slings, spreaders and lifting magnets are governed elsewhere — see below-the-hook lifting devices.
- Documentation depth. B167-96 sets the expectation of a record. B167-16 and B167:26 progressively define what has to be *in* the record — named inspector, scope, defect closure — which is what an audit actually tests.
Practical read: complying with B167-96 is a low bar, and clearing it does not mean the program is defensible. It means the program is legal in that province today.
Why the current edition still matters where an old one is named
Insurers, corporate safety programs and expert witnesses commonly look to the current edition as an indicator of the standard of care, even where an older edition is the incorporated one. After an incident, "we met the 1996 edition because that is what the Code says" is a defensible legal position and a weak factual one. Owners generally benefit from understanding the delta and closing the gaps that are genuinely about program quality — while making the formal edition change deliberately, jurisdiction by jurisdiction.

1. Scope and structure
B167-16 organized the standard around design, inspection, maintenance and operator training as loosely coupled sections. B167-26 restructures around the owner's responsibilities across the equipment lifecycle — specification, commissioning, in-service management, modification and decommissioning — making it clearer who owns what at each stage.
Practical impact: the owner accountability language is more explicit. Delegating execution to a contractor no longer creates ambiguity about who is responsible for the program itself.
2. Inspection framework (Part 6)
The three-tier framework — frequent, periodic, comprehensive annual — carries forward. What changed:
- Interval calibration. B167-26 ties interval more explicitly to CMAA service class and environmental severity. A Class F crane in a hot-metal facility now has interval guidance that is materially tighter than the B167-16 default reading. - Qualified inspector definition. B167-26 tightens the definition of "qualified inspector" — training, documented experience, and demonstrable competency on the specific equipment type. Generic millwright credentials are no longer sufficient on their own.
- Documentation requirements. Periodic and annual inspection records now require named inspector, signature, scope statement, and closure status on any defects identified. Programs relying on checkbox reports without narrative will fail an audit against B167-26.
If you run a preventive maintenance program written against B167-16, the record templates are the first thing to update. If your inspection program itself was inherited from a vendor and never engineered to your fleet, that's the deeper fix.
3. Operator qualification
B167-16 required operator training and authorization but left the depth of the program largely to the employer. B167-26 moves closer to a competency-based model: written and practical evaluation, periodic re-qualification, and documented authorization that names the specific crane or crane class the operator is cleared on.

4. Modifications, repairs and re-rating
B167-16 required engineering review for significant modifications; the boundary of "significant" was interpretive. B167-26 is more prescriptive — control system replacements, hoist replacements, structural modifications and capacity re-rates all trigger a documented engineering review and, where applicable, a re-issued nameplate.
This closes a gap we routinely flag on client sites: a hoist swap or VFD retrofit performed under a maintenance work order, with no engineering package and no updated documentation. Under B167-26 that is a clear non-conformance.
5. Load testing
B167-16 required load testing at commissioning and after significant repair. B167-26 clarifies acceptance criteria, test load percentages, and documentation format — and adds explicit requirements for functional testing of limit devices, overload protection and brake performance as part of the annual comprehensive inspection.
6. Records retention
B167-16 set retention expectations loosely. B167-26 specifies minimum retention for inspection records, load-test records, modification packages and operator authorization — typically the service life of the equipment for structural and modification records, and a defined minimum period for inspection records.
What owners should do now
- Baseline the gap. Audit your current program against B167-26 clause-by-clause. The high-frequency gaps are: inspector qualification, record content, operator authorization scope, and modification documentation.
- Update your program document. The written program is what auditors and insurers read first. If it still references B167-16 exclusively, update it to reference the current edition and reflect the new requirements.
- Refresh inspection templates. Add named inspector, signature, scope statement, and defect closure to every periodic and annual record.
- Rebuild the operator authorization matrix. Map operators to specific cranes or crane classes, with evaluation dates and re-qualification intervals.
- Close the modification loop. Every control, hoist or structural change needs an engineering package on file and, where applicable, an updated nameplate.
- Set a review cadence. B167 is revised on a multi-year cycle. Bake an annual program review into your management system so the next edition doesn't catch you flat.
What should an overhead crane owner review now?
CSA B167:26 is the current national edition, but the legally applicable edition can vary by province, industry and site requirements. Publication of a new edition does not automatically change a provincial regulation. Use this checklist to review your program on its own merits, then confirm the edition your jurisdiction actually incorporates.
- Crane and hoist inventory. A current register of every crane, hoist, monorail and below-the-hook device, with location, capacity, age and nameplate data.
- Equipment classification. Duty class as operated, not as originally sold — verified against real lift counts and load spectrum.
- Inspection frequencies. Frequent, periodic and comprehensive intervals calibrated to class, environment and criticality. See inspection frequencies explained.
- Technician and inspector qualifications. Documented training, experience and equipment-specific competency for everyone signing an inspection or repair record.
- Remote-control and transmitter procedures. Assignment, authorization, lockout of idle transmitters, frequency management, and stored-transmitter control.
- Cranes returning to service. A defined process for equipment coming out of long idle periods, storage, repair or modification before it carries load again.
- Supporting structure and runway limitations. Runway condition, alignment, and documented capacity limits — including anything the building imposes.
- Tandem-lift procedures. Written procedure, engineered load sharing, supervision and operator authorization for multi-crane lifts.
- Documentation. Record content, signatures, defect closure status and retention periods that will survive an audit.
- Maintenance program alignment. Does your maintenance program actually match the inspection findings and the duty the fleet sees?
- Jurisdiction-specific requirements. The provincial OH&S code, the incorporated edition, and any owner or site requirements that are more stringent again.

If your fleet crosses provincial lines
Running one program to the lowest named edition is the cheapest option and the hardest to defend. Running four programs to four regulations is unmanageable. The workable structure is a single program written to the current edition, with a short jurisdictional appendix that records, per site, the edition named in that province, the clause that names it, and any point where the site program is deliberately more stringent than the regulation.
That appendix does three jobs: it satisfies an Alberta or B.C. inspector who asks which standard you are working to, it shows an insurer you are managing to current practice, and it stops a corporate program from being quietly rewritten downward to match the oldest edition in the portfolio.
